Changes to Street Lighting in Countesthorpe

It forms part of their carbon reduction management programme and contributes towards their goal to make Leicestershire greener.

There are three new options for street lighting across the county

  • Part-night lighting in residential areas. The hours most street lights are on will be changed from all night long to lighting between dusk and 12 midnight and again from 5.30 am. until dawn. This will affect up to 60% of the street lights in the county.
  • Dimming of the brightest lights at non-peak hours. In locations such as through-routes in urban areas, lights will be dimmed when there is less traffic. This will affect approximately 4% of the street lights.
  • Switching off lights in rural areas. This will only take place in rural areas where it is deemed road safety will not be compromised and will affect approximately 2% of the total lights in the county.

The remaining lights which include areas of high night-time activity such as town centres, or areas where traffic calming measures are present will be unaffected.

Proposed residential building associated landscaping and infrastructure with access from Willoughby Road (outline) (Re-submission) – Land at Willoughby Road.

At the July Planning Meeting at Blaby District Council it was decided to defer any decision on this application until governments new guidelines are fully understood. Likely now to be heard in September so residents objections can still be raised. Existing objections remain so residents do not need to resubmit their objections. The Parish Council remain categorically against this application.

Countesthorpe Newspaper Collection Scheme

Countesthorpe’s newspaper collection scheme is in the process of becoming a Charitable Trust under the name of Countesthorpe Community Fund.

Outside a variety of houses, shops and offices collection points have been established for people to collect used newspapers. Thanks to the help of local businesses and a small team of workers the paper is collected sorted and stored until there is sufficient quantity to sell the load to a manufacturer, where the waste paper will be recycled into insulating building material. The market for quality used paper is buoyant but currently good enough to merit the work involved.

Please help by putting last night’s news in a box near you. Application forms will be available soon from all the usual 'public' offices, the churches, the Rainbow shop,the doctors surgery. Watch the Herald for up to date news on progress.

Skate Park Trial

Letter from Kirk Sellers to Village Residents

I would like to introduce you to our youth council, which comprises of a motivated group of young people with the aspiration of receiving a “skate park” area as a place for social and sporting activities. Their aim is to gain a local facility which would be used by young people who skate, use skateboards, scooters and BMX bikes to pursue their activities in a safe environment, minimizing danger to themselves and members of the public and to discourage young people from using public roads, pavements and private property for these activities.

The young people are fundraising with the aim of having a temporary skate park erected from August – September 2010 based at Leysland High School. The rationale behind this is that the temporary skate park would provide us with an evidence base that there is a need for a permanent Skate park in Countesthorpe based on the date collated in regards to the usage of the facility.

We have the support of local community police officers, local schools, extended school coordinator and the parish council. With this in mind we would also endeavour to gain your support as well, and we would like to invite you to:

A question and answers session on Monday 12th July 2010, 7.00 - 9.00pm
Countesthorpe Youth Centre based on the Countesthorpe College site.

This would give you a chance to meet the young people, look at our plans and dispel any concerns you might have in relation to the erection of a temporary skatepark.

Garden and Allotment Competition

Prizes have been very generously donated by Glebe Garden Centre. Initial judging will take place week beginning 19th July and final judging Saturday 31st July.

News from the Parish Council

New Parish Councillor
Barry Smith has resigned from the Parish Council with his place taken by Robert Daw. We welcome Robert who was elected at the May Parish Council meeting. Thanks to Barry for his contribution over the last few years. View all Countesthorpe Parish Councillors here.

New Chairman
At the May Parish Council Meeting Martin Smith completed his two years as chairman. David Ball, previously vice chairman, becomes the new chairman with Rev Mick Gillespie now vice chairman. Martin has given good strong and often wise leadership over an uncertain time where the village has been subject to several large building applications. He was given a vote of thanks by all the councillors. View all councillor details here.

Bollards
There is still ill feeling over the bollards the County Council have put in front of the shops on Station Road because they felt there was a safety hazard. Not all comments from residents were against the bollards but even those who recognised there was a safety hazard felt the bollards were very much over-kill.
Comments concerning access for deliveries, poor workmanship, cost and many others have left residents angry particularly as their own Parish Council had not been consulted. This lack of consultation has meant reactive rather than proactive involvement from the Parish Council who will now write once again to LCC over the feeling this work has caused and suggest possible solutions.


Proposed Residential Development

Applicant: Davidsons Group
Description: Proposed residential development (maximum 120 dwellings) associated landscaping and infrastructure with access from Willoughby Road, Countesthorpe (outline).

This plan takes in the two fields from Willoughby Road and continues east into the Glebe land that holds Countesthorpe Allotment Society’s allotments. The Society has administered allotments there for more than sixty years on behalf of the Church of England Leicester Dioceses.

There was a Special Parish Council Meeting on 22nd February 7.30 p.m. Countesthorpe Village Hall, Station Road, Countesthorpe where the public were welcomed to air their views, before the Parish Council sent their thoughts to the Planning Office at Blaby District Council.

At their meeting on 18th March 2010 the Planning Authority rejected the plan.

Used Newspapers

What do you do with your old newspapers? Do you just send them for recycling or throw them in the bin?

Geoff and Karen Kirk run a project to collect old used newspapers. The papers are then sent to an Insulation Company in Wales who pay for the newspapers. So don’t just throw away those old newspapers instead put them into the numerous boxes you see around the village where they will be collected. The money received for these newspapers will be used for the people in Countesthorpe who run into financial difficulties.

If you have somewhere that these newspapers can be stored until a reasonable sized load can be sent to Wales then please let them know via the Parish Council or St Andrews Church offices.
